# Response to the Stadtwerke Musterstadt tender (fictional)

## 1. Summary

We rebuild the customer portal as a fast, accessible site, migrate every existing page with a tested redirect map, and hand over a site your editors can run themselves. Of the seven mandatory requirements we meet all seven. Of the three optional ones we meet one in part and state plainly where we do not meet the other two.

## 3. How we meet each requirement

**R1** (erfuellt). Responsive relaunch of up to 40 pages on a static-site generator; templates for the five page types in the brief.
**R2** (erfuellt). Manual and automated checks against WCAG 2.1 AA; the test report is a deliverable in week 11.
**R3** (erfuellt). Consent banner with equal accept and reject buttons, no third-party request before consent, privacy notice draft for legal review, processor agreement template.
**R4** (erfuellt). Every old address gets a 301 target; the redirect map is delivered as a table and tested before go-live.
**R5** (erfuellt). Fixed price in section 4, itemised, valid 90 days from the submission date.
**R6** (erfuellt). Plan of 12 weeks from order; go-live in week 12, ahead of 2027-03-31 for any order placed by 2027-01-08.
**R7** (erfuellt). Two sessions of 90 minutes for up to 5 editors, with a written editor guide.
**R8** (nicht erfuellt). We hold no ISO 27001 certificate. Offered instead: hosting with a provider that holds it, named in the contract; the audit report can be requested from that provider.
**R9** (nicht erfuellt). No public-sector references to show. This offer is a sample for a fictional tender; a real bid would list only projects that exist and that the client agreed to name.
**R10** (teilweise). Bug fixes for 12 months are included in the price; content changes are billed by time on request.

## 5. Timeline

## 6. Where we do not meet the brief

R8 and R9 are optional criteria that we do not meet; see the matrix. We would rather lose points there than claim a certificate or a reference we do not have.
